成為香港註冊樹木管理人員的階梯 香港政府發展局現正積極推行「樹木管理人員註冊制度」。考獲歐洲樹木委員會 (EAC) 之樹木技術工人 (ETW) 資格,即直接符合註冊制度下樹藝師樹木風險評估員的「專業資歷」要求!這不僅是一項國際認可的技術證明,更是助您在香港樹藝行業提升競爭力、接取更多專業項目的重要踏腳石。

甚麼是歐洲樹藝技師 (ETW)?

歐洲樹木技術工人 (ETW) 的主要職責是在兼顧樹木保育、環境保護及安全法規的前提下,運用專業的樹藝知識為觀賞樹木進行護理,以確保樹木的健康與安全。這項高度專業的工作,要求從業員接受深入且高質素的訓練,並將職業安全放在首位。其核心目標是統一歐洲各國的樹木護理標準,並促成首個基於統一考試規則的歐洲樹藝技師文憑。

註:每項 ETW 認證均由 EAC 嚴格把關,並由國際 EAC 監督員親自監考。

課程大綱與考試範圍

樹木護理涵蓋樹木的種植、監察與保養。根據 EAC 大綱,ETW 必須掌握以下核心範疇:

  1. 樹木保養的基本要素
  2. 安全工作實務
  3. 具備實務經驗的樹藝知識
  4. 相關法律與社會法規
報考資格

ETW 考試向所有具備相關技術能力的從業員開放。報考者必須提供以下證明:

  • 健康證明: 醫生證明或健康申報,證明具備安全執行樹木護理工作的身心能力。
  • 急救資格: 根據當地法規認可的有效急救證書。
  • 鏈鋸操作: 鏈鋸使用訓練證明(地上或樹上)。如當地法規要求,需提供樹上使用鏈鋸的資格或牌照(接受專業認可機構發出的高空鏈鋸使用證書)。
  • 工作經驗: 最少一年樹木護理實務工作經驗證明。
  • 專項技能: * 攀樹員 (Climber): 必須具備高空拯救技能證明。如未能提供,則必須在考試期間完成「模擬高空拯救」測試。
    • 升降台操作員 (MEWP): 必須具備安全操作高空工作車/升降台及處理緊急情況的技能證明。
認證與續期

成功通過 EAC 考試的考生,將獲頒發 「認可歐洲樹藝技師」 (Certified European Tree Worker) 的稱銜、文憑及專屬身份證 (ID-card)。 為確保從業員與時並進,ETW 證書有效期為 三年。期滿後,經所屬國家/地區的認證中心審核批准,方可續期。

Achieving the European Tree Worker (ETW) certification fulfills the “Professional Qualifications” requirement for registering as an Arborist or Tree Risk Assessor under the HKSAR Government’s Tree Management Personnel Registration Scheme. Earning this internationally recognized diploma is one of the most effective ways to elevate your professional status and secure a competitive edge in the local industry.

What is a European Tree Worker?

The European Tree Worker carries out vital operations on amenity trees with the primary aim of keeping them healthy and safe. They act on a solid foundation of arboricultural knowledge, strictly taking conservation matters, environmental protection, and safety regulations into account. Tree care operations demand profound, highly qualified training with a specialized focus on work safety.

Developed between 1996 and 1999 within the framework of the European Leonardo da Vinci Programme, the ETW diploma was created to harmonize the highly specialized field of tree care across Europe. It is the first diploma of its kind based on unified exam regulations, ensuring cross-border quality and facilitating international exchange.

Core Objectives of the ETW Programme
  • To ensure high-quality work and training in tree care operations.
  • To guarantee a safe working environment according to best working practices and European standards.
  • To promote the international exchange of tree workers.
  • To enable fair competition and improve chances in wide-scale invitations to tender within the arboriculture field.

Note: ETW certification is rigorously proofed and controlled by the European Arboricultural Council (EAC), with exams supervised by an international EAC supervisor.

Curriculum & Knowledge Base

Tree maintenance comprises the planting, monitoring, and maintenance of trees. According to the EAC curriculum, a European Tree Worker must master:

  1. Elements of tree maintenance
  2. Safe working practices
  3. Arboricultural matters paired with practical experience
  4. Legal and social regulations
Conditions of Entry

The ETW examination is open to all practitioners who possess the technical skills to carry out the necessary operations. Candidates must provide the following:

  • Fitness Proof: A medical certificate or self-declaration proving physical and mental ability to safely carry out tree care operations.
  • First Aid: Proof of a valid qualification in first aid, according to national regulations.
  • Chainsaw Operation: Proof of training in chainsaw use (ground or aerial). If required locally, a license for aerial chainsaw use (certificates from professionally recognized organizations are accepted).
  • Experience: Proof of a minimum of one year of practical experience in tree care.
  • Specialized Skills:
    • For Climbers: Proof of skills in aerial rescue. If no proof is available, the candidate must perform a simulation of aerial rescue during the exam.
    • For MEWP Operators: Proof of skills in the use of a Mobile Elevating Work Platform (MEWP) and emergency situation management.
Certification & Renewal

Candidates who successfully pass the standardized EAC exam earn the prestigious title of “Certified European Tree Worker – climbing and/or platform”, along with an official diploma and ID-card. To maintain high standards, the ETW certificate is valid for three years. Upon approval by the national certification center, the certificate can be renewed for another three-year term.
